Contractors with cost reimbursable contracts subject to the Allowable Cost and Payment Clause have six months from the close of their accounting year to submit the ICP to the Defense Contract Audit Agency (DCAA). Andy Kangelaris

Andy is a senior manager in the Government Contracts practice at BDO. Andy has more than eight years of experience working with medium to large scale government contractors in management consulting and regulatory compliance audit roles.

His experience includes DFARS business systems compliance, FAR and CAS compliance, restructuring indirect costs rates in order to maximize cost recoverability, process improvement, training program implementation, and financial forecasting/analysis. Andy has provided consultations to management regarding regulatory interpretation, the improvement of policies and procedures, and the implementation of corrective actions or process improvements.

Utilizing his background in both audit and consulting, he is able to assist clients in the evaluation and implementation of business processes in order to effectively mitigate compliance risks while maximizing organizational outcomes.

In addition, Andy has experience in both cost modeling and survey data modeling. Specifically, he led the survey data modeling efforts for the first two CohnReznick/Unanet “Gauge” Government Contractor Surveys and has developed multiple complex cost models for his clients.

Andy has previously consulted at CohnReznick LLP, AAL CPAS, and BDO USA.

Clarke Birrell

Clarke Birrell is a Senior Associate in the Government Contracts Practice at BDO. Clarke’s main focus is helping clients navigate the often complex regulatory landscape associated with U.S. Government contracting. This includes helping clients understand and ultimately comply with regulations set forth in the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other various sources of Federal guidance such as DCAA’s business system control requirements.

His experience includes FAR and CAS Compliance, DFARS Business Systems compliance, rate proposal development and business restructuring. In addition, Clarke has supported clients on audit support and litigation support engagements.

Prior to joining BDO, Clarke served as an auditor within the Federal government at the General Services Administration – Office of Inspector General and has previous government contracts consulting experience.

Utilizing his background in both compliance audits and consulting, he is able to assist clients in proactive and reactive engagements tailored to the most critical priorities of his government contractor clients.
